Any woman and any man may create children with approval of council. A woman may have a child with multiple men as a men can father many children.
A record will be kept so it doesn't get confusing.
But they need approval from the 'elders' of the group before they can lay together. They need the approval for preparation of prenatal purposes and for birthing plans and such.
