Meaning;
Soap is about being vulnerable, or being too scared to show love, so it feels like 'washing your mouth out with soap' which was what used to happen to children in older days when they said weird things. Cry Baby struggles to tell Johnny how she feels, too scared of saying 'I love you'. When he doesn't respond similarly, it puts their relationship in an awkward position.
