Quick tip : use a model with quite bright hair, it is easier.
Step 1 :
Cut out your model, or use one that already is a png.

Step 2 :
Create a hue/saturation layer and create a clipping mask (hold alt and click on the line between the two layers), and click on colorize.
Step 3 :
Play around with the hue and saturation until you get the colour you want.
Step 4 :
Make the hue and saturation layer invisible by inverting the layer mask. Paint white on the areas you want to colorize to show them until it looks good.
Step 5 :
To add more realism, here's one last thing you can do : duplicate your hue and saturation layer, ceate a clipping mask and paint white on some parts of the skin (near the hair) with a soft brush, with soft flow and opacity. It is very subtle, but it makes it look better.
Now, let's face it, it could have been better. I prefer to do some more adjustments whith the levels, the curves, etc. This is what it finally looks like :
