This method with also work for broken powder foundations, or loose powders that you want to turn into pressed powders.

Use the end of a makeup brush to break up the rest of the powder, keep doing this until you have a fine powder with no chunks in it.
Add a small amount of rubbing alcohol to the powder, mix, and keep adding more until it is smooth and has a similar consistency to liquid foundation.
Tap the container on a bench or table, this will remove any air bubbles and flatten out the surface.
Let it set overnight, and when it's dry clean up the edges with a powder brush.
