Yeah
I do ship it, just not as strongly as Rapunzel and Eugene. I mean, they are kinda cute, but I don't feel like they have as strong as a bond. Like Phillip just randomly finds her in the woods and is like "yes she is the one." Stranger Danger. But he still fought for her, and they are still in love.
So yes, but not as strongly.
