(well, i guess this kind of depends on what kind of death scene you're writing.)

1) has it been expected? have the characters known or not known about this death? have they been anticipating it, watching their loved one lie in a hospital bed? 

2) how does the character feel. describe this very thoroughly. are they sad, mad, numb? 

3) how do they react? are they crying while holding the other tightly in their arms? are they pushing away from other people? are they staring at a wall numbly? 

4) what do they (both characters) say as the character is dying, 'im sorry, I never meant to hurt you'

5) don't have them die at an old age with a fulfilling life. mostly, those kinds of death (of course not in real life) don't make you sad. 

6) leave something unfinished. like, a major goal, a romance, something to make them want to stay, but they cant.

7) give them strong relationships with other characters. have siblings, friendships, romance even.

8) make them fight against whatever is killing them. have them trying, begging to just stay, but they know the its not going to change anything

9) kill them in the middle of the story or in the middle of their character arc.

10) have them sacrifice themselves for another character/characters. this really gets me.

11) have the loved one, finally stop fighting against whatever killed them because they realise, its over.

12) having other characters blame themselves
