I am horrible at explaining stuff so I'll try to keep this short. Please message me if anything seems inaccurate or is misinformation.
ROTTMNT, as we may know, has "ended".
However, there was a possibility for season 2 to have 26 to 28 episodes [sources varied] and perhaps even a third season, but nickelodeon cut it down to 13 and didn't tell us that the series finale was the series finale, until the day it aired.
This, of course, makes the fans [me included] fucking pissed.
Thankfully there's something we can do about it!
