I need to make it easy! It's not going to be first come, first serve! Once you abide by all the rules, you will be accepted.
Basically, if there is only one spot left and someone fills the form and does not follow all the rules, if someone else fills the form after you and the person follows all the rules, the person will be accepted and takes the last spot.
