Tanoku Village, a port town at the southernmost point of the Earth Kingdom, is an immigration hotspot. Members of the other three nations arrive in large numbers here, as it's not yet able to be monitored by the Earth Kingdom army. Because of the large amount of incoming travelers, the Avatar's Legacy has a powerful presence here.
The town is crowded, and pickpocketing isn't uncommon. Furthermore, the Legacy is preparing itself; word of an incoming battalion of Earth Kingdom soldiers reached the Tanoku headquarters.
