His quirk has been functional sense he met Hanaji, and it works sort of like La Brava's quirk. His quirk gets stronger the more he loves one person, giving him a number of abilities. He is incredibly strong, and can see clearly for a mile. He has enhanced hearing and speed as well as the ability to move silently.
His quirk is directly connected to his love of Hanaji, which also means he can't use it when he's looking at Hanaji

Family: his mother is Elena Foxworth and his father was Toshinori Yagi
Backstory: Cerberus is the illegitimate son of two of the biggest heros years ago, Elena Foxworth and All Might. Elena hadn't yet met Izuku's father, which happened a few years later. He grew up with Hanaji, who he openly liked. His love grew with him, making him and his quirk even stronger. When he graduated from UA he left for America to train under the top hero there. Eventually moving back to Japan to see Hanaji again, and take care of his mother during her looming retirement and support his little brother
