Okay, so this will be an explanation on why UA wants the student to have kids at such a young age.
Since the old generation before the students is slowly getting weaker, they won't be able to reproduce kids with strong quirks like the student in 1-A.
For example: Deku
His mother (Inko) is a fourth generation and her quirk is to attract small objects, if she was born in an earlier generation her quirk would've been stronger (probably would've been able to attract bigger objects)
Deku is a fifth generation in her bloodline and he was born quirkless which means her bloodline is weak and maybe other bloodlines are weak as well which will lead to more kids being born without quirks and less heroes if they ask the adults to continue.
This leading to UA asking the young generation to have kids to produce a new generation with a high chance of getting stronger quirks. They suggest that they should start early so the new generation will still be lively as well as the current generation.
I'm hoping this makes sense, I'm also making them all second years so they can be more of age to have children instead of first years.
