Tommy can basically control what happens to him in other universes. He doesn't literally become that version of him but basically he creates universes where bad stuff happens to him or others so he can feel like he has some control over stuff. He is a psychopath and loves to see anyone, even versions of himself getting hurt!

Tommy POV
Dream is so annoying. He keeps swimming in his own toilet in blob form! Why don't I get out my universe-create holagram? Yeah, good idea! Nobody's gonna believe green bastard about this anyway!
Nobody POV
Dream: TOMMY TF IS THAT?
Tommy: This, green bastard is none of your business! Oh shit, in this one I'm a cannibal!
Dream: YOU'RE A CANNIBAL?
Tommy: Not here... Oooh, so Quackity's let me kill you?
Dream looks at the holagram screen. Yellow potatoey sick escapes the blob man's mouth. Dream is disturbed by Tommy laughing at this... This holagram showing his neck being bit off by Tommy!
Tommy: You call yourself a psycho but still can't find a laugh in others pain? Pft, in this one I have Hanahaki Disease!
