When Germany surrendered, Steve thought the war was over. Within in a few months, he realized the truth — the war had just began.
With the supposed death of Captain Carter, HYDRA prospered. Heads hadn't been cut off, but more still kept growing. Something had to be done about it.
It took a couple years, but eventually SHIELD was founded, and now Steve found himself as the first director of the new agency.
It was now ten years after the war, and Steve practically lived in his office. The few hours he did have to himself was usually interupted by a phone call. He didn't mind though, as long as the world was a safer place.
