They say it's not all men, I agree with them, but it's also the large percentage that either stands behind them or just doesn't take a side.
Here is an analogy that's pretty powerful
Someone says "im scared of dogs bc one bit me when i was younger" and the other person replies "oh its okay its not all dogs bite so you shouldn't be scared that one might try something too"
