Sister-Nations

Sister-Nations are those governments that wish to become part of the Imperial Federation, but are deemed not ready to become Constituent, be it for economic, geographical or cultural issues. A Sister-Nation can only become such only with the express request of her government, as the Federation cannot be the proponent in order not to raise any hostile sentiment in nearby nations.

The Sister-Nations are nonetheless possible candidates for further integration into the Federation. In the meantime, they agree to a close alliance under which both part decide on a common diplomacy toward the rest of the galaxy, which also translates into a military alliance and a free market zone.

Many new species discovered inside the traditional Council space have often motioned for this status, except a few very bellicose species like the Tambaran, situated in a region near the Core and who already possessed three colonized systems when they made contact with the Federation.

The Terminus Systems are also home of dozens of states set up by immigrants of the civilized space who were not satisfied with the status quo of the Federation. It often comes down to criminals and extremists of many backgrounds who set out to build their criminal empires or dictatorships in a completely lawless region of the Milky Way.

Rannoch Concordat

The Concordat was born in the middle of the Reaper War in 2186, thanks mostly to the efforts of Commander John Shepard, his Quarian friend Tali'Zorah vas Normandy and the Geth platform known as 'Legion'. When the war was over, the Federation sent a large amount of funds and resources to help the Quarian and the Geth settle down and build their new society, where both organics and synthetic beings started to live side-by-side. Wishing to preserve closer ties, and also to get a strong military ally to deter nearby powers to move against them, the Quarian and the Geth requested the status of Sister-Nation and got it in 2192. For such an occasion, the Guardians also built a new Mass Relay connecting the Tikkun System to the Armstrong Nebula, one of the borders of the Federation.

The Quarian have given a massive help to build the Infinity-class cruisers, ships designed to survive on their own for years in unknown space, as their 300 years-long exile have given them a unique knowledge on how to build basic infrastructures and food aboard stellar ships. The Geth have instead helped in the development of a new generation of independent AIs that serve in the Alliance Military and also help with the massive administration required to the Federation.

In any case, both species allow volunteers to go into federal space and enlist in the Systems Alliance. After three years of service they obtain citizenship. Overall, the relations between Rannoch and Earth are so close that the term 'Sister' Nation doesn't seem far from the truth. The only thing preventing the Concordat from being integrated is the distance between their borders, as there are at least two states (the human Joab Directorate and the alien Holy Gaparian Empire) that would be very willing to band together and go to war whether this scenario occurs.

T'au Empire

One of the most recently discovered species, the T'au (or Tau) by sheer luck avoided the invasion of the Reaper as in 2186 their recently unified civilization had just sent its first orbital space station in the orbit of their homonymous planet, and managed to send out their first exploration ship in 2197. They only made contact with the Federation 2204, as their home-world's Mass Relay was destroyed during the war and they had no chance to use it until the Reapers repaired it.

The Tau society is based around the theological doctrine called 'Greater Good', a collective-styled government where every individual is put into a certain caste when they come of age. It's not impossible for an individual to change caste if they prove to be more fit for it than the one they had been mistakenly assigned in the beginning.

The most revered caste is the one of the Ethereals, made up of the few psionic Taus, to the point that some political theorists call them a 'Psiarchy'. The Ethereals do have many privileges, but they are expected to live in relative poverty and hone their skills so they can solve the problems of their race through an insight into the Flux.

Another very important group is the Water Caste, made up of the diplomats and the civil servants. They are expected to solve disputes through non-violent means, even with their interstellar rivals, and whenever the Empire is forced to go to war, it's not unusual for them to consider it a shame on their honor.

When the water fails, it's up to the Fire Caste to protect the Empire. Among all of the other castes, this is the only one with a somewhat hereditary system, as it's not unusual for the warriors to educate their children from the infancy so they will one day take their place. Nonetheless, even those who didn't receive a martial upbringing can become warriors, if they prove worthy.

In order to bring the warriors around the stars, the Air Caste was formed. This caste provides the officers and sailors for both the military and the civilian fleet, making sure that the colonies and the transiting armies are supplied and protected.

At the base of the society, finally, there is the Earth Caste, made up of the builders, farmers, artisans and the billions of people who make all sort of works to keep the Empire running. The Ethereals are well aware of their importance, and the fact that they can be extremely dangerous if left unsatisfied, so they have promoted a welfare system to grant the workers with every basic need.

The Taus have greeted the Federation cordially on their first contact, and the Ethereals are so fascinated by the system that they almost immediately asked for association, which was granted in 2210.

Their collective society is, paradoxically, one of the reasons why the Imperial Parliament is still divided on their full integration: the Federation is a balanced society with both collectivist and individualist traits, and many don't believe that the Taus are still ready to embrace the latter.

Nonetheless, the two nations cooperate pretty much on everything. The Federation has shared its technological advancements with the Taus, who in return have proven to be loyal allies and a very useful buffer-state, as their space is situated between the Attican Traverse and the Terminus Systems.

Rachni

For all intents and purposes, this is the most improbable ally for the Federation, but since it became clear, after the Reaper War, that the ancient animosity between the Rachni and the Council species was caused by a subtle interference of the Reapers, the Rachni have been allowed to live in peace in their new home in the Ninmah Cluster, right over the border of the Attican Traverse. It was mostly thanks to the actions of Commander Shepard if the Rachni managed to establish at the very least peaceful relations with the rest of the galaxy.

After the Rachni gave a huge contribution in building the Crucible and also fought against the Reapers, Empress Benedetta declared them friends of the Federation, and the last Queen decided to petition for recognition of a rachni nation, which was approved.

The Rachni are satisfied with their current settlement, which stipulates a defensive alliance between both of them. In fact, after the aggression of the Galactic Empire, the Rachni have dispatched their workers to help rebuild the colony of Hìlios and to boost the production of warships of the Federation, but they haven't sent their warriors to fight over the wormhole as they don't want to be seen as aggressive anymore.
