The age system for this fanfiction works like this
Dragon age to human age 1-7
1 - 1-5
2 - 6-11
3 - 12-17
4 - 18
5 - 19
6 - 20-21
7 - 22-24
Doing them like this mainly sense I doubt parents would send their kids to a school if the elder yeared children couldn't watch after the younger ones, yes I know the DoD run the school that doesn't matter as much when there is 5 of them watching after dozens of dragons
As for the ages past 7, a 10 year old may be similar in personality and size to a 7 year old, with a 15 year old dragon maybe being equivalent to a 25-30 year old human mentally and about a bit larger physically than a 7 year old one
