Issue 2: Restarting High School

Peter blinked multiple times before he was able to see something.

He was in a hospital, by the looks of it. Others were awake and chatting. He was able to see the faces of Midoriya, Todoroki, and Iida sitting on the bed, discussing. Most likely from the fight that had happened before.

Peter started to get up.

"Oh, Spider-Man, you're awake!" Midoriya looked at him in concern.

"You're probably in better shape than all of us, surprisingly." Todoroki watched him carefully. "Iida was also extremely lucky since the Hero Killer had his murderous intent directed at you."

"No, that's not it," Iida shook his head, "I..."

The door opened up, revealing Gran Torino and another hero.

"Gran Torino!"

"Manual..."

"Kid, I've got a lot of complaints for you," He said walking towards Midoriya.

"Oh! S—Sorry--"

"But before that, you got a visitor."

Another person came through the door, and Midoriya gasped.

Peter looked confused since it was a man in a suit... with a dog head.

"Hosu's chief of police, Kenji Tsuragamae."

"Oh, so that's why... I'm so screwed..." Peter thought as he couldn't take his eyes off the dog's head on a person's body.

Todoroki and Iida stood up. Peter and Midoriya were about to until the chief stopped them.

"Oh, you can stay seated, woof."

"Woof?!" Peter and Midoriya exclaimed in their minds.

"You must be the U. A students who brought down the Hero Killer, correct?"

"Yes, for the most part." Todoroki looked at Peter, who pretended not to notice.

"Regarding the Hero Killer, we arrested. He had fairly serious injuries, burns and broken bones, and is receiving treatment under strict guard." He explained, "Since most of you are here are from U.A. I'm sure you already know that when superpowers were still being in the norm, the police attached high importance to leadership and standards and made sure Quirks were not used as weapons. Then, the profession of Hero emerged to fill that gap, woof."

"For an individual's use of force and power that can easily kill others to be accepted officially is thanks to early heroes who followed the ethics and rules of the profession, woof."

Peter did not like the sound of where this was going, especially for him.

"Even up against the Hero Killer, for uncertified individuals to cause injury with their Quirks or supervisors is a clear violation of the rules. The four of you, and the pro heroes, Endeavor, Manual, and Gran Torino, must receive strict punishment."

"Wait a minute," Todoroki stepped forward, "If Iida hadn't done anything, Native would've been killed. If Midoriya and Spider-Man hadn't come, they both would've been killed. No one realized the Hero Killer had appeared. Are you saying that we should've followed the rules and watched people get killed?"

"W—Wait!" Midoriya tried to stop Todoroki.

"Todoroki is right," Peter defended. "We shouldn't just let people get killed, just to follow a stupid law!"

"Are you saying, as long as it turns out all right and works with a non-verified Quirk user, it's okay to bend the rules?" Tsuragamae shot back.

Todoroki bit back his anger, but only for a little bit. "Isn't it a hero's job to save people?"
