Ok so the World government controls the marines but they still are 2 separate things/organisations.
So Akainu is fleet admiral and is in the future, but eventually his 'need for justice' sort of corrupted him and then became allied with Blackbeard through the 'blackbeard war'. Many marines started questioning how much 'justice' they were actually doing and ,so some left the marines.
They then made a 2nd Marines group where they go after actual criminals. So they don't go after pirates just cause their pirates, but only if they are actual criminals that harm civilians- they do real justice. And since Akoiji had left long ago and wanted a group like this + had a good sense of justice, they made him their fleet admiral. Later, Coby would get that title. How left the marines and joined it: ·Akoiji ·Coby ·Smoker ·Tashigi ·Fujitora ·Helempo ·Garp ·Kizaru- near the end of the Bb war, but shortly after, he died -Sengoku (not officially) -Tsura (not officially)
