Author Note: I haven't went about reading the Light Novel of Tensura as of yet but I do plan on reading it at one point. I already know the events in the Light Novel but only from what I hear on youtube and Reddit posts.
In this story as you've guessed already, this is Naruto the reincarnation of Rudra Nam Ul Nasca. A lot of fans seem to share some sort of dislike for Masayuki Honjou who is supposedly the reincarnation of Rudra in the original Light Novel so in this story, Naruto is Rudra reincarnation since if you think about it, Naruto is almost like Rudra albeit Rudra is much more smarter given that he is the Emperor.
Naruto Uzumaki container of the Kyuubi Kitsune had lived a life of a typical village Jinchuriki being hated by the people of the village who if allowed would have already killed him a long time ago but the reinstated Sandaime Hokage secret law that even he didn't know about had prevented them from getting bold enough to attempt to take the life of not only the Jinchuriki of the village but also the son of the Yondaime Hokage, a fact very few know about.
Despite the law placed by the Sandaime meant to protect him from harm, it didn't stop many to hurt him emotionally by having completely isolated unable to make friends and ignored by his own academy teachers if they didn't attempt to sabotage him. Nonetheless, Naruto could only persevere until he graduated albeit in a different circumstances that revealed to him the truth of why he was hated by the populace of Konoha.
Joining team 7, Naruto faced many trials over the course of a year since he became a Genin. His team while they often got at each other's throat they had some form of respect for one another and he truly believed that there was an unbreakable bond between them but Sasuke showed him otherwise when the last loyal Uchiha defected from the village to join Orochimaru in order to gain power to kill his brother. Almost getting killed by the person he believed to be a brother in all but blood had left Naruto hurt.
What will happen when Velgrynd appear at his hospital room? How will Naruto react to the revelation that he is the reincarnation of Rudra Nam Ul Nasca? What will happen when Naruto regain his memories when he was Rudra? Will Naruto stay in the elemental nation? or will he leave it to return to the Empire and rule over it once more?
