After relearning how to make Skylanders properly, I think it's only fair to offer my own input on making them and some helpful tips that will make the process easier.
Thinking of A character concept
As I always say, "I come up with a stupid idea and see if it works." This is a genuine strategy I use that works. It's okay if an idea is silly or dumb, Skylanders thrive on new wacky ideas, so don't be afraid to be creative or so out of the box you question, Why am I making this?

Ripping Mantis is a stereotypical superhero in a game filled with heroes, sounds stupid but somehow works.
Using your references
Don't be afraid to search for outfit ideas, weapon ideas, or poses for these Skylanders. It is honestly encouraged as it makes your character concepts fit more.
However, I do recommend you look at a Skylander picture or figure and see how your Skylander will fit toy-wise. If it doesn't you may need to edit it, if it is, congrats! it feels like a Skylander! You can also use existing Skylanders as a reference to make your Skylander Skylander accurate, but this is really down to the preference of a person.

As for Sawkatoo, I looked at other Skylanders who were birds and made his appearance on that. He is also more viable as a toy, as opposed to Crimace, who not only floats but has a thin tail, which makes it hard to be stable as a toy

Doing your own thing
Now this is if you think you feel really prepared to make new elements, series, and gimmicks as it is a daunting task that I honestly don't recommend to newcomers until they feel more comfortable.
But if you are brave try to limit 2 core Skylanders and 1 or 2 gimmick Skylanders for each element.
If you're making new elements, keep in mind the canon ones so you don't do repeats, but add 2, 4, or 5 elements a series.

For example, an element exclusively on poison is original.
Hint: It's okay to make the new elements series exclusive.
Lastly don't do the same gimmick, always think of something new for your Skylander group.
