I promised that I'd explain Luke and Liam so here it is:
Basically, Angel, Luke and Liam are siblings and Angel is the oldest. When they were babies, they were adopted by Estelle Ravenswood.

As far as we know, when Liam was 25, he discovered something that changed everything. He knew that he would eventually get murdered for it, so he recorded and wrote a series of letter and tape recordings and sent them all to the precinct.

At Liam's funeral, the group meets Angel's other brother Luke:

When the funeral ends, the group goes back to the precinct and tries to process their friend dying (mostly Esposito, Montgomery and Beckett) when Montgomery gets a call and tells them that they will be welcoming a new detective. Luke walks in and everyone is thrilled to see him.
