[Scene opens in the Council boardroom. The entire council is present, along with Jayce and Viktor. The room is saddened. The gemstone was stolen, Jayce's lab destroyed and looking like a pigsty, 6 officers were killed in a planned fire-turned-explosion by some insane arsonist.]

"THE GEMSTONE IS GONE. Along with some of our research papers. The situation is still developing," Viktor explained, as Korra treaded in circles in the center of the Councilor desks.

"The situation is still developing. No one in the Undercity has claimed responsibility yet," Marcus claimed, as Korra pressed her hands on her side of her desk, pressing her weight down.

"This is a bunch of bullshit," she swore, closing her eyes in aggravation.

Shoola sighed, carefully putting her hand over Korra's. "Now, Athena-"

"How did it come to this?" Heimerdinger questioned, staring out the window of the room, which overlooked the entire city.

Hoskel scoffed, still playing with the child's toy Mel had given him. "Hmm. For too long has the Underground been left unchecked."

Korra spun around, facing him. "We've lost touch. They may not be your preferred citizens but they're still OUR people," she declared, crossing her arms. "We are for the people, we ARE the representatives of the people of Piltover AND the Undercity, whether we like it or not. That's what we stand for," she demanded, strictly.

She looked at Mel, who nodded her head, deep in thought.

"The Undercity cannot be controlled. Not by us," Cassandra reminded, looking at Korra with a stubborn gaze.
