Step 1: first load the picture of who/what you want as your background picture, and then add the picture of the border above as your foreground image.
Step 2: then go to the 'transform' tab and click the settings tab on the top hand corner. go to 'blend mode' and click 'multiply'

Step 3: now go to the tab that has the masks sign. click the settings tab in the top right hand corner and click 'magic brush'. erase the part of the border that corresponds to part of the body. in the picture, you can see how i'm erasing the part of the border that was on top of my celebrity's leg.

Step 4: go to the home tab and click 'save'. and there you have it! it's really simple actually :)
