Simon was separated from his father for a few years. And found out about his death, from his fathers co workers.

Olivia walks into the precinct and heads straight for her captains office.
She sees no one is inside with him, so she walks in.
"Cragen, I need to talk to you" she says
"Yes, and so do I-"
"I met my brother" she says bluntly cutting him off as she takes a seat opposite to him.
"You, what?"
"I met my brother. He was so nice. I learned some stuff about my father too"
"Yes about your father, Olivia he-"
"Yeah, I know. He's dead"
"No, that's not what I was going to say. I-"
"Hey capt, I couldn't find my dad, but I have got some old pictures that we can use for fliers and..." Elliot rambles on as he enters the office.
"I wish that I could just tell you too without being interrupted!" Cragen says to himself.
"Tell us what capt?" Olivia asks in confusion.
