Chapter 1: The Arkham Project

Independents Day, 2011 EST.
(3rd Person POV)
it had been a few months since the Legion of Doom attacked Gotham and Metropolis, the cities rebuilt and Gotham's pet project was rebuilt from the ground up, with a mysterious new benefactor. No one knew who the new owner of the Arkham City project was but at least the project was being completed.

it is now July 4th, Independents day and the grand opening of Arkham City and what everyone hoped would be an end to the constant attacks by Gotham's rogue gallery of villains.
'I'm Viki Vale and i'm live outside of Arkham City, being as quoted the last hope to clean up the Gotham streets, any minute now the mayor will arrive to cut the ribbon that will mark the opening of this project, as we speak Black Gate and Arkham Asylum inmates are being boarded onto buses destined for here' 
Viki Vale was the first to arrive to report on the grand opening, todays events were being marked as a new golden age for Gotham, a fresh start for the city, but like any city with a crime rate as high as Gotham, how long could that possibly last?

(Dick's POV)
Its been a few months and I still haven't been to Mount Justice, I can still remember the start of the year clearly and I don't like what I remember. Jason, Roy and Wally have been around more often then before and they help out with things,
"Arkham City, Sounds like a bad idea" Wally says as we watch the live coverage of the opening
"They think a bigger prison is gonna stop people like the Joker?" Jason questions and I flinch at the name
"Dude, remember don't mention the clown in front of Dickie" Roy says
"it's fine Roy, it was gonna happen sooner or later" I say
"Still that Arkham idea has got to be the stupidest the mayor has come up with" Jason says
"The mayor isn't the brightest guy out there, so i'm not surprised this happened" I say
"do you guys know who bought the Arkham Project?" Roy asks
"No, we don't and its strange because normally its public knowledge" I say as Bruce walks into the room and takes a seat next to us
"I still can't find out who now owns this Arkham Project" Bruce says to us
"Could be anyone" Jason says
"lets just hope its not someone who has an ulterior motive" Roy says and I nod in agreement

Wonder Tower, Arkham City.
July 4, 6:00pm EST.
(3rd Person POV)
"i'm glad our arrangement is working out" a man says over video call his face a silhouette
"the plan to attract the attention of Batman and his sidekicks is done" another man sitting behind the desk in the tower says
"tonight, Arkham City will have a grand opening, but perhaps not the one the people were expecting" the man on the video call says
"what you're after has been secured in the lower levels of the city" the other man says
"excellent, we thank you for your contribution to our plan Hugo Strange" the man says
"it is I that should be thanking you Luthor, I have had an interesting time examining the inmates of Arkham and Black Gate, it has been most informative" Hugo smirks
"Are the charges in place?" Luthor questions
"yes, all six are in key positions around Gotham and are ready and automated to detonate in two hours" Hugo answers
"excellent, soon Gotham and Batman will see the light" Luthor remarks with a smirk "eventually everyone sees the light" Luthor says before the video feed cuts Hugo Strange stands up and walks over to the window overlooking the city, a smirk on his face.

tonight a change would rock Gotham and the change would reshape the city at its core.

(Wally's POV)
we had been hanging out with Dick for the past few months, the revelation that the team didn't trust him because they didn't know his secret ID had bugged all of us and we had pretty much cut contact save for Bruce who still gave the team missions, though they were limited or so we were told.

we were current watching a movie on tv, an old one that we didn't make sense of but since there was nothing to do this was our current plans for the night,
"hey, Dick you console's down here right?" Jason asks
"yeah, why?" Dick counters
"I just bought a copy of that game we've been itching to play" Jason responds showing us a digital purchase order of the new RPG we had been wanting to play for a month
"no way, but the game doesn't come out until November" I say shocked
"not it your a Wayne Wally, remember" Roy says smirking
"whats your excuse?" I ask
"Oliver and Bruce a big public figures, so of cause I got one to" he says and I start pouting
"dude, look at the quantity" Dick says and I do see the number two
"we gifted you one as well" Jason smirks
"you guys are the best" I say and bring into a group hug smirking from ear to ear.

Dick releases from my hold and walks over turning on his console, Jason taking the controller to log in so we can play all night,
"while you boys  play this I've got some case files to finish" Bruce says before walking out of the living room
"Case files?" I ask
"Riddler and Poison Ivy" Jason and Dick say in unison smirking
"the dumbass and Plant lord" I say
"Plant lord?" Dick questions
"they all can't be good" I say
"let's just play this, I've been wanting to since this morning" Roy says and we sit to start the game up

The Bat Cave, Under Wayne Manor.
7:29pm EST
(Bruce's POV)
the boys were busy and Dick wasn't worrying for the first time in weeks, so I thought now would be the best time to get some of these cases finished.
'The Gotham Prison transport buses have just arrived at Arkham City and the inmate transfer is now underway, again we the citizens of Gotham thank the mayor and the project leader for giving the city another chance to grow and be a safe place for everyone, I'm Viki Vale with GNN signing off'
I hear coming from one of the monitors in front of me, at least one problem might be solved for good in this city, although I doubt the coming peace will last, Gotham isn't known to be the best when it comes to a lot of things and keeping criminals behind bars is near the top of the list.

At least for now I can get some work done and relax but I can't help shack the feeling that something bad is just around the corner, something that will devastate Gotham but I can't figure out what it is, but for now I need to get this work done so opening the first file labelled 'Riddler' I begin my work for the night.
