I've gotten questions on a couple of my tutorials on how to do certain things because I didn't completely explain. This is definitely one of them. I've explained it a few times but I decided to make a new chapter completely for it!
s t e p - o n e :
Go to the top of the screen and find the menu bar. It looks like this:

Navigate the bar until you find "Layer" and select it.

A new window should appear. The options 4-6 will give you the ability to open images.

"Open image as layer" will open your computer files. Through this, you can insert a picture that you have downloaded on your computer already.
"Open image URL as layer" will allow you to paste in an image's URL found when searching on the internet.
"Open from library as layer" will, if you're not already logged in to Pixlr, will open up a window prompting you to login or sign up. When you do this you can then search for images that you have uploaded to the Pixlr library and bring them into what you're working on now.
