After the battle of Yorktown this asshole guy named Carlton came into power as the Chiefs British General in New York- replacing Clinton. He was a jerk and forced civilians to do things like stand guard which are generally only meant for soldiers. It is believed Townsend was forced into this occupation at one time against his will, where he was given a British uniform which was found years later. When asked about it by his relatives he reluctantly admitted to being forced into servitude by the British.
