Peace has never really been restored in Hyrule. Every time one enemy was defeated, one would rise up;that's why the elites were created.
Hylians with normal everyday lives joined the elite force and fought along with the royal family. The elites consisted of knights, ranchers, Kokri Children, Zoras, Sheikahs, an ocasional Gerudo, and Gorons who all fought for one thing and one thing only. Freedom.
The elites rescued people all across Hyrule and modern Hyrule. In order for an elite to travel to the next dimension, they must first complete a solo mission. Since they only have one shot, they must successfully complete their mission.
