This is Winter (AKA Anna Thompson.) When She was little she was one of many kids being experimented one. The experiments gave her ice powers. However due to how cruel many of the experiments were the government shut them down. Anna was adopted and for a while lived her life in peace, until she discovered that the experiments were being continued. With help from her friend she created a special suit and vowed to free the children who were cruelly being experimented on.
