Ability: The user can manipulate clouds.
▼ The user can manipulate the density and size of the clouds
▼ The user can manipulate any clouds they can see
Drawback(s): The user can't use the quirk when they cannot see any clouds
▼ When the user is indoors and there are no clouds directly visible, the user cannot use their quirk
▼ The user cannot use their quirk when there are no clouds in the sky
Special Ability/ Attack: Cloud Compress
▼ The user can compress the clouds to the point of extreme hardness
▼ The user can do this for a maximum of 20 seconds before their quirk is disabled for ten minutes
Other
▼ The user of the Cloud Manipulation quirk usually have really light and quiet footsteps
