The Protector never wanted anything but a life of peace and quiet, only to watch the Universe from afar, learning about different places and cultures. She didn't want to be seen as 'high and mighty' or 'above all else' she just wanted to watch time...
Protector: 'a person or thing that protects someone or something.'
After somehow managing to escape the events of Gallifrey the Protector just wanted to prove her worth to the Universe and to be left alone as the last remaining Time Lady of Gallifrey.
The Doctor, of course, had other ideas, constantly having terror following his every move was not something the Protector was keen on getting involved in. In her eyes where the Doctor was caused many issues in the Universe that the Protector was constantly having to correct, as time went on the Time Lady learned to leave the Time Lord alone.
That was all until the Doctor got in her way, again.
