Alright, this is like the photoshop how to add a psd onto a photo & a gif except i'll be using photopea as the alternative. This is one of the easier things to do for me on photopea. Note: I'm using my windows web browser so I don't know any methods for mobile users.
Here's our example photo:

and i'll be using a poc friendly red highlight psd "NOUVELLE VAGUE" by somresources on deviantart.
first open photopea

STEP ONE: click the file drop down menu and then open. Open both your photo and psd now from here there's two ways you could get your psd on your photo.
METHOD ONE: drag the psd onto your photo, now this method is conditional. It's only worked for me once when my psd was just a psd and didn't have example photos/ icon bases. Honestly I have no idea why this worked once, I was just fooling around BUT it won't work with this particular psd. Just keep this in mind if you have a psd that allows you to do it.
METHOD TWO: click the layer drop down menu and duplicate into. Don't be mistaken by the duplicate layer button right above it, that'll just duplicate it on it'self. Not what we're going for. Once you've done that choose your photo as the location you're sending it to. Go to your photo and it should be there. Now from here you can adjust the psd to your liking but if it's fine by you already we're off to export.

make sure you save it as a jpg

Move the slider to 100 for the highest quality, it might look a little grainy before you save but it'll come out better. And you're done! Here's our finished product. (I didn't like the way it looked so I went back and tinkered with the psd adjustments. but all the steps are the same.)
