It is the pooja of Lord Shiva inside the heart and mind. All the 16 offerings presented to the deity, are made in the mind.... hence the mind becomes purified and controlled.
This composition also shows that it doesn't require external materials as offerings to please Shiva. Only pure love and devotion can win him. 😊❣⚘
