Rogues live wherever they want, keeping out of the way of the War. They're just trying to survive.
They may have been exiled from their Pacrees, were kidnapped, or simply left. But now they're rogues.
War status: it depends, but they usually stay out of the way and hide from the War.
Environment: all of the above. They can live anywhere on Rima.
Strongest abilities: they can have different strengths depending on their Pacree blood (every rogue-Drolgon has to be even slightly related to some Pacree).
