The civilians looked at the heroes, distraught.

The heroes stared at Midoriya, there was nothing they could really do...
If the government officials were truly dead he wasn't wrong about what he had said at all...

Aizawa was the first to give up. He looked at Midoriya with his one eye and sank his head down, staring at the ground.

Midoriya grinned as he watched other heroes follow his lead.
The civilians stared mortified, "WHAT ARE YOU DOING?!
STOP HIM!"  A couple of them screamed.

The heroes looked at each other and the civilians...
Disappointment weighed heavy in their hearts, "we're sorry...

There's nothing we can do..." Hawks announced.

"W-what?!" They all shouted.

"He's too strong...
He'll kill us all before he gives up."

The citizens stared in distress, their entire view of heroes had been completely shattered.

"Why didn't you call for national help if you idiots couldn't do anything?! Why are you signing us up to die!?"

"We did.

The citizens gave up entirely as Midoriya took lead of the conversation.

"Well then.
Now that I'm the ruler of this place some new rules will be set.

And since a majority of you are here I'll state them now and spread them through the news.

1.
Heroes will no longer exist.
You either stop working as a hero and retire or die.
There will be some future options.

2.
You are required to follow all the laws I set up.
Anything neglected will result in the death penalty.

3.
The government will change from presidential to monarchy.
I'm the king.

And more will be listed.
We'd be here all night if I went to list it all.

Anyways.
Since heroes no longer exist and I'm the ruler, none of you are allowed to even attempt and attack.
If you do attack, you'll die.

Now return to whatever is left of your homes tomorrow.

As Midoriya took over Japan a lot changed.

Heroes no longer ceased to exist yet the crime rate was zero.

Everyone was in fear of Midoriya.

Time skip-

1 month into his ruling.

Midoriya established a building for himself right at the center of Tokyo.
It was huge, 300 stories high.

Everyone in the league had their own floor with Midoriya having the top 5 floors reserved to himself.

Everyone in Japan was back to working as usual, the only major difference was...

Hero schools and heroes were abolished.

Everyone felt uneasy with the lack of heroes going around but with a villain in control any other villain that existed just joined the army...

The barrier around Japan was still up but Midoriya had finally decided...
