Yeah...I changed my headcanon a bit since my brain was thinking of ways to ruin the populous. I thought it could be interesting in terms of world building.
They are always are going to be countries, but with some human skin. They do shift like countries do, they are stronger than humans, and they age like countries.
The only difference are the skin. Which is also their weakest points. Self-defense? Stab the skin.
