The nations try not to hold their pasts against eachother, unless it's about rivalries. Their lives are either too short or too long to worry about these kinds of things, especially since most of the time they don't agree with their boss's choices but they typically can't go against them. Especially when policies are changed and wars are declared without discussion. Ludwig and Ivan couldn't stop the wars their boss's started no matter how much they wanted to. It doesn't mean they don't feel guilty over not being able to stop it.
