I've said this before antagonist, adversary and villain these three words get too interchanged way too often in fictional novels when a villain is clearly not the same thing as adversary which is a proud synonym twin for antagonist.

Valtor and Darth Vader are Villains by this persons literal definition Evil Queen from Snow White is a villain from any Snow White movie is still a villain. Lady Tremaine Cinderella Live Action 2015 is an antagonist Cinderella's 2015 is not a heroine Princess we grew up with in the old Golden Age Classics from Disney's animated feature, she's bitter, mean and cruel in the 2015. She is an anti-hero why because she doesn't help the plot nor is she the real protagonist in this one. Hades in the Descendants world in Descendants 3 his acting out was within the lines of Antagonistic as was Celia's response to Mal's lies and dishonesty later on in Descendants 3.
Villains are easier to write over the actual Antagonists. Antagonists are overall more complex and more likely to get a hero to change and evolve in their growth of maturity way more than villains and that's because they choose not to stay stuck in a box unlike Villains stay stuck with one idea glued and hammered into their brains.
