Writing action is different from making a movie about action. In action movies, plot doesn't really matter; however, in action books, plot totally matters!
1. MAIN CHARACTER
You need a badass female lead for your MC. Either that, or make her wimpy, and through training, becomes the strongest fighter ever. Think Natasha Romanoff plus Agent Carter from Captain America.
2. NAMES
Common names won't usually cut it, but some may. In order to have the best names for your characters, make them have catchy one-syllable names that can be lengthened into normal names if some lengthy backstory is included. Men are referred to by their last name, so make their last names absolutely manly.
3. PLOT
-MC is kickass master in every form of combat in the world
-MC wears tight back clothes with more belts and holsters than is physically possible so she can hold her vast array of weaponry
-MC is recruited by agency
-MC meets hunky guy who is the trainer of that agency
-Duel
-End in a stalemate, MC and hunk guy locked in a parry, staring at each other
-MC given super secret mission with hunk guy
-MC beats up bad guys
-MC shoots bad guys
-MC stabs bad guys
-MC throws grenade at bad guys
-Blood
-Breaking bones
-MC and hunk guy discover super secret evil plot
-MC and hunk guy face off against squad of elite fighters
-Bad guy's grunts have worse aim than stormtroopers
-Hunk guy/MC shot
-Screaming and crying
-Blood
-Bad guy calmly telling his evil plan
-Surprise, they were wearing a bulletproof vest
-Blood
-Kissing in the middle of a fight scene
-Bad guy shot in the head/taken into custody
-Making out
-Sequel with exact same plot, just different names
With this formula you can create an awesome series, like Jason Bourne or James Bond!
