First, you add the characters.

Make sure to stagger them, then blend & smooth out the bottom part.
Use the bottom right picture from the collage above (Or something similar to it) and enlarge it so it only covers the bottom 3rd of the cover. Set it to "light," then blend out the harsh line so it's more smooth. Set it to around 45-60%
Do the same thing for the bottom left picture, but on the top 3rd of the picture. Set it to around 45-60 percent.
Save that draft for now, and switch over to another app.

Color: Black
Shadow: White
~Blur: 0.36
~X: 0.05
~Y: 0.05
For "By random"
Color: Pattern (Light gray, white, light gray, white, light gray) ~Set to vertical gradience
Shadow: Black
~Blur: 0.36
~X: 0.05
~Y: 0.05
Now, after you've applied you text, switch back into the previous app.

For the text color:
Use the top right picture that's shown in the collage above. Enlarge & resize so it covers all the text, then set it to "Light."
Click the erase button, & erase it all. Now, use the paint brush to fill in only the text.
Remember that this method only works on black, so don't have your font colored.
Use the same bottom left picture in the collage above, & do the exact same thing as earlier, but place it on the bottom half-third-ish of the cover.
Filters used:
*FX*
~Seafoam
~Dodger
~Crisp
~Vibrant
~HDR 1
*Blur*
~Motion blur {Erase some of the blur in the middle, or the characters faces}
I know that it wasn't in the exact order, but I mostly used the filters softly, maybe around a 30-ish % strength.
