In his early days as a Proxy, Ticci Toby, just like all the others, had a hard time remembering which one was Masky and which one was Hoodie. Thus, he decided to choose the less intimidating one to memorize the name of, and the 'Other One' would come afterwards. This is why he started to annoy Masky. He would repeat Masky's name over and over to remember it, even after he had the other Proxie's attention. This would annoy Masky, and it soon went from innocent on Toby's part to playful, and then his 'thing'.
