Use salt to make a small circle and pour water in it.
Then burn a paper and hold it and chant:
"I command the rain to rain, This is my will so mote it be"
Until the paper burns off almost the whole paper then place it in the wet salt circle. Then all you have to do is go around your house, saying I command the rain to rain, this is my will so mote it be
If it didn't work then you didn't have enough faith, it works 100%
