Okay so I have a theory that in the scene in Thor 2 when Loki turned Thor into Sif and himself into Steeb that he didn't change their voices so if he ever needed to impersonate someone to trick Thor he wouldn't know about Loki's ability to change his voice and would have no reason to be suspicious, which is exactly what happened at the end.
