This is a regular verb in terms of conjugation, but the way it is used in French differs slightly than in English.
In English we would say 'to miss someone' like, 'I missed you'.
However, in French we:
1. Put the person being missed first
2. Add the subject as an object
3. Add manquer (regular er verb)
As complicated as that may seem, it isn't.
In other words, to say I miss you:
Step One: Tu (the person being missed)
Step Two: me (the subject written as an object)
Step Three: manques
Tu me manques- I miss you (I try to think of it as 'you are missing from me' and this does help me)
Meanwhile, je te manque means "you miss me"
