The reader's quirk is not yet fully thought out through, so there probably will be some unsolved reasons for possible acurrances.

Her quirk works simply like a Syren would. When singing a certain level of high pitch has to be reached that hypnotically controls anyone who hears it. 

Symptoms:

This is the tricky part. I haven't really thought this out, but basically it's sort of a bipolar reaction. The person seems overfilled with joy and falls in love with the reader [since they are the person singing] which results in high levels of hypnosis. 

While the person is being hypnotized they feel lots of good (?) emotions you would feel while in a relationship, like love, lust and lots of happiness. 

Now, If the reader doesn't sing often then that hypnosis fades and the hypnotized person starts to lose their memory of what they've experienced while being hypnotized, like anyone would. This results into memory loss, which also hurts, by the way [which explains Katsuki's strange behavior]

The level of hypnosis also depends on the high pitch level. If the reader is singing a slow song with less high vocal effort then the hypnosis becomes less effective.

It is also noted, that a high pitched scream can cause immediate head traumas and or amnesia.
