Izuku midoriya does indeed have a quirk, however that quirk is severely misjudged and he was bullied because of it, he was abused because of it and he was reborn because of it

i do think that this is a very good idea and so im going to combine this with his arrest, basically he will be "arrested" and put through rehabilitation for his anger, violence and the thought process of wishing for izuku's death and for not helping when he should. Im going to treat his case like actual kidnap as he saw the event, didn't do anything and didn't tell anyone after. This case is also going to reveal some things about katsuki that can maybe explain his behaviour. I wont spoil any more but let me know if you agree with this idea, and thanks to @Ideatron007 for suggesting this idea
