I feel that being underage and being a little is okay, as long as you aren't doing anything sexual. Being a little isn't a strictly sexual thing and is actually a coping mechanism for many of us.
I would have a problem however if the little was in a sexual relationship before the age of consent or was with an adult before the age of 18.
If you are in a situation where somebody is pressuring you into an illegal relationship or you are witnessing an illegal relationship, please let the authorities know and get the person who is underage into a safe place free from being used by the adult.
