If you insult him, you insult the Union. Why you may ask?
Because he is the one who founded the Prime Days Union and created the Union Operatives.
He is the only one who is above the Supreme Leader.

He created the Operatives by using minds/brains he deemed worthy. No idea where he got the minds however. Using the darkness, artificial intelligence, and the minds, he made the operatives come to 'life'.
He's extremely intelligent, but insane. He's responsible for every technological invention that has caused a danger to life.
He is also the one who started the War.
The Governor also discovered the dimensions, and with the help of the Republic of Aurora he contained it. He activated the portal using 12 shards from the republic of aurora.
During Prime Day times; the Governor would explore the dimensions with some Republic of Aurora Field Agents, sent from the republic to help the governor in a secret mission.
Currently we don't know where or what the Governor is exactly.
