Can he go to places that we can't? Would Sans do torture for more EXP?

I wanted to ask something.
So,if Sans can get to the places where the human can't,does it mean that he COULD have 20 LV?

Plus he would probably gain more EXP than the human,because for monsters who knew him it would be,well...more painful to be killed by his hands.
And another question,would Sans try to torture monsters in order to get more EXP?

The first question is... Yes. The second question is no. He won't torture others to get more EXP. It's a direction I've never thought of, but it's interesting.
