Well first of all I wanna say, THIS IS HEAVILY DEBATABLE. These two characters have a lot of powers that can seem ambigious or depends on one's interpretation. So don't take my research always for granted. This series was made for fun,not absolute accuracy.
Second of all Ethan has been stated to be omnipotent,which means that he could negate everything even in Flame the Hedgehog's universe. No matter how Flame would be stronger, Ethan can still make himself stronger.
Plus i've contacted creator of Flame about this and he says that while it depends on how you scale these characters (via meta scaling range), The Author who's a stronger being than Flame and is a supreme being,meaning Flame isn't the strongest character in his universe.
